The city itself is where the terrain argument is easiest to make. Neighbourhoods like the South Side Slopes, Mount Washington, Troy Hill and Polish Hill sit on grades that would be undevelopable in most cities, held by a patchwork of walls that range from recent block to century-old stone. Add red-bed clay under much of it and hillsides the county has been mapping for landslide risk for decades, and walls here work harder than walls almost anywhere.
Pittsburgh ran out of flat ground early, so the neighbourhoods went up the hillsides instead. The South Side Slopes, Mount Washington, Troy Hill and Polish Hill sit on grades that would be written off as undevelopable almost anywhere else, and the only reason the houses sit level is the walls holding those cuts. On some streets you can count three generations of wall stacked one above another.
Under much of the city lies red-bed clay, which swells as it takes on water and shrinks as it dries. Allegheny County has documented slope instability for decades, and that soil is usually the reason. Add century-old dry-laid stone that was never built with drainage behind it, and you get the two failures we see most: walls that lean out at the top, and walls that belly in the middle.
Old stone is not automatically a rebuild. Where the base is sound, a reset can be viable, and matching stone work keeps a historic frontage intact. Where the wall is out of sight, block does the structural job for less.
Access is the recurring problem here. Narrow lots and shared drives mean equipment often cannot reach the wall line, and tall walls close behind houses sometimes point to reinforced concrete instead. On wooded edges, boulder walls suit the ground. Whatever the material, the water has to go somewhere before anything new goes up.
